Quick answerFIEO RCMC is the Registration-cum-Membership Certificate issued by the Federation of Indian Export Organisations, the apex body of India's export promotion organisations, set up in 1965 with the Ministry of Commerce. Under the Foreign Trade Policy 2023, an exporter must hold an RCMC from the relevant council to claim benefits such as Advance Authorisation or EPCG. Multi-product exporters, and exporters whose products are not covered by any specific council, may register with FIEO. The RCMC is valid for five years.

Why an exporter needs an RCMC
The Foreign Trade Policy links most export benefits to a Registration-cum-Membership Certificate. Under the Policy and its Handbook of Procedures, an exporter applying for an authorisation or any other benefit or concession must furnish a valid RCMC issued by the competent export promotion council, commodity board or development authority. Without it, the DGFT will not process the claim.
The schemes that typically need an RCMC include Advance Authorisation (duty-free import of inputs for export production), the Export Promotion Capital Goods (EPCG) scheme, recognition as a status holder, and assistance under trade promotion schemes. Buyers and banks also see an RCMC as evidence that an exporter is established and registered with an industry body.
FIEO or a product council: which applies to you
India has export promotion councils for specific sectors, such as engineering, chemicals, textiles, gems and jewellery, pharmaceuticals, and services, plus commodity boards such as APEDA, the Spices Board and the Tea Board. The general rule is that an exporter registers with the council for its main line of products.
FIEO is the right body where:
- you are a multi-product exporter and do not want to hold several RCMCs, which the Policy allows you to take from FIEO or the council of your main product;
- your products are not covered by any specific council; or
- you are a status holder or a trading house exporting a diverse basket.
If you are unsure, look at your export invoices for the last year and identify which product group makes up the largest share by value. That is usually the council you should register with. Where no single group dominates and you do not want to hold several certificates, FIEO is the practical choice, and it can also register exporters who are only starting out and have not yet settled their product mix.
For products governed by a statutory board, the board registration is still required by law. A food exporter dealing in scheduled products needs APEDA registration and a spice exporter needs Spices Board registration, whatever other RCMC it holds.
How to apply for FIEO RCMC
- Obtain an Import Export Code and confirm it is active and updated for the year.
- Apply online, increasingly through the DGFT's common e-RCMC system, selecting FIEO as the registering authority and declaring your main products and exporter type (manufacturer, merchant or service provider).
- Choose the membership category. FIEO's categories and the fee depend on the export performance of the applicant, with separate rates for new exporters.
- Upload the supporting documents, including details of exports in the previous years if any, and pay the membership fee online.
- FIEO verifies the application and issues the RCMC electronically.
New exporters with no past exports can still register; the certificate is not reserved for established businesses.
Validity, renewal and returns
| Item | Position under FTP 2023 |
|---|
| Validity of RCMC | Five years, counted from 1 April of the licensing year in which it is issued |
| Renewal | Apply before expiry; benefits claimed for shipments during a lapse may be questioned |
| Membership fee | Paid as per FIEO's category for the registration period |
| Returns | Periodic returns of exports to be filed with the registering authority as required |
| Amendments | Changes in name, address, constitution or products to be reported |
An RCMC can be de-registered for violation of the Policy or the council's rules, and an exporter can switch councils, for example where its main product changes, by following the procedure in the Handbook of Procedures.
What FIEO membership offers beyond the certificate
- Information on export markets, tariff and non-tariff barriers, and policy changes issued by the DGFT and the Ministry of Commerce.
- Participation in international trade fairs, buyer-seller meets and trade delegations organised by FIEO.
- Representation of exporter concerns to the government on policy, banking and logistics issues.
- Training and awareness programmes on documentation, export finance and compliance.
These benefits are useful, but they do not substitute for proper documentation of each shipment. Export proceeds must still be realised through banking channels within the time permitted under FEMA rules, and GST refunds or LUT filings must be handled separately.
RCMC, export performance and status holder recognition
The Foreign Trade Policy recognises established exporters as status holders, graded from One Star to Five Star Export House on the basis of export performance in the current and previous three financial years. Status holders enjoy privileges such as self-certification of certain documents, exemption from some bank guarantee requirements under DGFT schemes and priority in customs and DGFT processing. Recognition is applied for on the DGFT portal, and a valid RCMC is part of that application.
Export performance is computed from the realised export proceeds reported against the IEC, which is why the RCMC, IEC and bank data must match. A multi-product exporter that has split its RCMCs across several councils can still count all its exports for status recognition, but managing one RCMC through FIEO usually keeps the records simpler.
The threshold export values for each star category are fixed in the Foreign Trade Policy and are revised from time to time. We check the current thresholds and your realised exports before advising whether an application is worthwhile.
Service exporters can also count services exports for status holder recognition under the current Policy, but they generally take their RCMC from the Services Export Promotion Council, not FIEO, unless their exports are a mix of goods and services. This is one more reason to decide the registering body carefully before applying, since changing councils later involves a separate procedure.
Common errors with RCMC
- Holding the wrong council's RCMC for a product that has a statutory board, which can lead to rejection of benefit claims.
- Allowing the IEC to be deactivated by missing the annual April to June updation, which blocks the RCMC and the shipment.
- Not updating the product list when the business adds new export lines.
- Ignoring the expiry date. The five-year period passes quickly, and DGFT systems check RCMC validity when an authorisation is applied for.
- Mismatched data between the RCMC, IEC, GST and bank, which causes queries at every stage.

Frequently asked questions
What is FIEO RCMC?
It is the Registration-cum-Membership Certificate issued by the Federation of Indian Export Organisations, required to claim benefits under the Foreign Trade Policy.
Who should register with FIEO?
Multi-product exporters and exporters whose products are not covered by any specific export promotion council or commodity board.
What is the validity of FIEO RCMC?
Five years, counted from 1 April of the licensing year in which it is issued, under the Foreign Trade Policy 2023.
Is FIEO RCMC mandatory for exports?
It is not needed simply to ship goods, but an RCMC from the relevant council is mandatory to claim benefits under the Foreign Trade Policy.
Can a new exporter get FIEO membership?
Yes. New exporters with no past exports can register in the category meant for them.
What is the fee for FIEO RCMC?
The fee depends on the membership category, which is based on export performance, plus GST. FIEO publishes the current rates.
Can I hold both FIEO and APEDA RCMC?
Yes. Exporters of scheduled food products must hold APEDA registration by law even if they also hold an RCMC from FIEO.
Is IEC needed before FIEO registration?
Yes. A valid and updated Import Export Code is a precondition for any RCMC.
